このたび、「石上純也展 ― 徳島文化芸術ホールへと続く、風景と建築の思想 ―」を、徳島市内の新たな会場にて開催する運びとなりました。

本展覧会は、2026年6月1日より開催を予定しておりましたが、当初会場として予定していた倉庫は民間所有である一方、その敷地が県有地であったことから、徳島県からの要請を受け、開催中止となりました。

その後、実行委員会ならびに公益社団法人 日本建築家協会 四国支部 徳島地域会の多大なるご尽力により、新たな民間会場において開催できる運びとなりました。

現在、徳島県では藍場浜を敷地として、新たなホール整備事業が進められています。一方、本展覧会でご紹介する徳島文化芸術ホール計画は、約三年にわたり徳島県と協議を重ね、県民の皆様から寄せられた多くのご意見を受け止めながら積み重ねられた計画です。現在も県との協定は継続しており、実施設計まで完了し、施工予定者も決定しています。

今、徳島では二つの未来が並行して存在しています。

建築とは、建物をつくることだけではなく、人々がどのように集い、文化を育み、未来の風景を形づくっていくのかを構想する営みです。その構想は、数多くの対話や試行錯誤を重ねながら育まれ、建物として完成する以前から、社会にとって大切な文化的価値を持っています。

本展覧会では、実施設計まで積み重ねられた一つの建築の思考と、その背景にある風景や理念をご覧いただきます。

これは、新たなホール計画と対立するためのものではありません。むしろ、一つの建築の思考を社会に開くことで、この先、徳島の地で生まれる新たな場所について、多くの方々が自由に考え、語り合う契機となることを願っています。

建築は、一人の建築家だけがつくるものではなく、多くの人々と共に共有する未来を形づくるものです。

また、この計画に携わってきた私たちにとって、徳島の未来を思い描きながら、多くの時間と労力を費やして積み重ねてきた図面や計画が、誰の目にも触れられることなく、なかったことになってしまうのは、とても辛く、寂しいことでもあります。だからこそ、この建築の歩みや思考を、多くの皆様にご覧いただきたいと願っています。

本展覧会が、徳島の未来にふさわしいホールのあり方、そして建築が果たすべき役割について考える場となれば幸いです。

以下、前回の告知文です。

徳島市立旧文化センター跡地に計画された、石上純也氏設計による徳島県文化芸術ホールの模型やドローイングを中心に、その理解を深めるため、他のプロジェクトもあわせて展示します。

本計画は、約2000枚に及ぶ図面を作成して実施設計を完了しており、現在においても施工までの協定がなお継続し、施工業者も決定している段階にあります。

その一方で、新知事就任後、昨年、徳島県は、同様のプログラムのもと、工期短縮と工事費削減を目的に面積の縮小を図る等の名目で、敷地を藍場浜公園へ移し、設計・施工を一体的に担う事業者を選定するための公募を二度にわたり実施しました。しかし、いずれも参加表明者がなく、公募自体が中止となりました。

これを受けて、今年は、施工者を含む方式の採用を見送り、設計者のみを対象とする選定へと方針を転換し、藍場浜公園を対象に、実質三度目となるプロポーザルを公告し、現在、参加者を公募しています。

また、同県は、当初の目的であった本計画からの工期短縮と工事費削減についても、実際には達成が困難である可能性を想定し始めており、敷地変更のうえ新たなプロポーザルを実施する意義も、不明確になりつつあります。

徳島県における文化芸術ホールのあり方について、協定が継続している本計画を含め、さまざまな可能性を考える機会となることを願い、本展覧会を開催いたします。

また、本計画はプロポーザルの形式が革新的であったことでも話題を呼び、その結果として選定された提案でもあります。そうした経緯も含め、実施設計まで到達した本計画を、県民の方々にわかりやすく理解していただく場となることを目指しています。

Announcement of the Junya Ishigami Exhibition
— Landscape, Architecture, and the Thinking that Leads to the Tokushima Arts and Culture Hall —

We are pleased to announce that the Junya Ishigami Exhibition — Landscape, Architecture, and the Thinking that Leads to the Tokushima Arts and Culture Hall — will be held at a new venue in Tokushima City.

The exhibition had been scheduled to open on June 1, 2026. The warehouse originally intended as the venue was privately owned, but as it stood on prefecturally owned land, the exhibition was cancelled in response to a request from Tokushima Prefecture.

Since then, through the considerable efforts of the executive committee and of the Tokushima Regional Chapter, Shikoku Branch, of the Japan Institute of Architects, it has become possible to hold the exhibition at a new, privately owned venue.

At present, Tokushima Prefecture is advancing a new hall development project on a site at Aibahama. The Tokushima Arts and Culture Hall project presented in this exhibition, meanwhile, is one that took shape over some three years of repeated consultation with the prefecture, developed while taking to heart the many views offered by its residents. The agreement with the prefecture remains in effect to this day; the detailed design has been completed, and the prospective contractor has been selected.

Today, two futures exist side by side in Tokushima.

Architecture is not only the act of constructing buildings. It is the work of envisioning how people will gather, how culture will be nurtured, and how the landscapes of the future will take shape. Such a vision is cultivated through countless dialogues and through trial and error, and it holds cultural value important to society even before it is completed as a building.

This exhibition presents the thinking behind a single work of architecture carried through to completed detailed design, together with the landscape and the ideas that lie behind it.

This is not intended to stand in opposition to the new hall project. Rather, by opening the thinking behind one work of architecture to society, we hope it will become an occasion for many people to think freely and to talk with one another about the new place that will come to be in Tokushima.

Architecture is not made by a single architect alone; it gives form to a future shared with many people.

For those of us who have been involved in this project, it is a source of deep sadness to think that the drawings and plans we built up over so much time and effort, while envisioning the future of Tokushima, might never be seen by anyone and simply be treated as though they had never existed. It is for this very reason that we hope as many people as possible will see the path and the thinking of this work of architecture.

It is our hope that this exhibition will become a place to consider what kind of hall would befit the future of Tokushima, and what role architecture ought to play.

The following is our previous announcement.

Centering on models and drawings of the Tokushima Prefectural Arts and Culture Hall — designed by Junya Ishigami for the former site of the Tokushima Municipal Cultural Center — the exhibition also presents other projects in order to deepen understanding of the work.

For this project, the detailed design was completed, producing some 2,000 drawings. Even today, the agreement extending through to construction remains in effect, and the contractor has already been selected.

Meanwhile, after the new governor took office, the prefecture last year — under a similar program, and in the name of shortening the construction period and reducing costs through such measures as decreasing the floor area — relocated the site to Aibahama Park and, on two separate occasions, held an open call to select a single operator responsible for both design and construction. On both occasions, however, no one came forward to take part, and the calls were cancelled.

In response, this year the prefecture set aside the combined design-and-construction approach and shifted to a selection of the designer alone. It has announced what is effectively a third proposal competition, this time for the Aibahama Park site, and is currently calling for participants.

At the same time, the prefecture has itself begun to anticipate that the shorter construction period and cost savings — the very aims for which it moved away from this project — may in practice prove difficult to achieve. The rationale for relocating the site and holding a new competition is, accordingly, becoming less clear.

It is our hope that this exhibition will offer an occasion to consider the many possibilities for what an arts and culture hall in Tokushima might be — including this project, whose agreement remains in effect — and it is in that spirit that we present it.

This project also drew attention for the innovative format of its competition, and the selected design emerged from that process. Taking in this background as well, we hope the exhibition will be a place where the people of the prefecture can clearly understand a project that advanced all the way to completed detailed design.
